Work Detail The Public Procurement Office reminds that Procurers must carefully and carefully evaluate the received tenders. The evaluation of tenders may not be limited to the counting of the documents submitted in the tender, or to the verification of yes / no by one or another document. It is necessary to assess the content of the submitted documents, the information contained therein, its compliance with the requirements set out in the procurement documents, the data specified in other tender documents and to ascertain whether the submitted information corresponds to reality. Before submitting tenders, the documents and / or certificates received from specific suppliers / manufacturers should also be checked by the suppliers participating in the procurement. For example, if goods are purchased that are subject to CE marking and inspection by a notified body, it is not enough for contracting authorities to simply check that suppliers have submitted a tender with a document called the CE certificate required in the procurement documents . It is necessary to evaluate: 1. Is the document submitted really a CE certificate. It must bear the words EU type examination certificate or EC type examination certificate ( the text to the same effect may be written in any other language of the European Union ). If you have questions regarding the status of institutions and expertise, it is recommended to contact the relevant national competent notifying authority ( Eng. Notifying authority). It should be noted that notified bodies do not acquire the right to issue CE certificates for all possible products. For example, a body may be notified to issue certificates for pyrotechnic articles but not for personal protective equipment; The certificate issued by the notified body will always include the four-digit identification number of the notified body. The certificate must also clearly indicate the products for which it is issued, the name and address of the manufacturer. When a product is subject to a Notified Body inspection (which is mandatory for Category II and III personal protective equipment , see also Annex 1 of Regulation 2016/45 ), the product will also bear the four-digit Notified Body identification number next to the CE marking; 3. Has the notified body identified as having issued the CE certificate actually issued it, ie is the document not forged? Such information can usually be verified by entering the certificate number on the website of the notified body. If it is not possible to verify the authenticity of the certificate on its own, it is recommended to contact the notified body, which is indicated as the issuer of the certificate, by e-mail or other means indicated on the notified bodys website.
