As expected, the opening of envelopes in the second call for bids for the construction of the new headquarters of Section 3 was also negative. Now other administrative actions could be advanced, which would be more convenient for the Municipality.
After the required consultations, official sources confirmed that a few weeks ago, what was foreseen in the first call for bids ended up happening, where the amounts raised by the participating companies were above the Official Budget; this time, there were no direct participating firms. It should be remembered that the calculation had been carried out several months ago, so that what was originally planned was very outdated by the inflationary process that the country lived.
In this circumstance, the next step to be administratively speaking is to apply the Procedures Manual for the Management of Tenders and Competitions and Law No. 12,510, which stipulates that progress can be made in direct contracting of the supplier.
This is the instance that is currently in process, since it allows progress under another type of needs framework. In front of the money that will be contributed by the Province -about 2.8 million pesos-, it is possible to think about facing an execution in stages, something that would be viable since the necessary disbursements for the first actions could be covered (the budgets of the Tenders were of about 4.6 million and the prices were around 6 million). Then, to complete the works, the possibility would be open of requesting a budget increase, taking over the rest of the outlay from the municipality or resorting to other types of contributions, which could be generated from the private sector or even from the Cooperator itself. Police, from where they were always predisposed to collaborate.
In this way, an initiative that has been going back and forth for several years could be unlocked. However, the way to the future is not easy either, since the Government of the Province must also wait for the disbursement of the committed money in a timely manner.

Art. 3. ARCHITECTURAL PROGRAM
The work that is the subject of this tender is part of the Police Station Construction program carried out by the Government of the Province of Santa Fe. It will be carried out at the corner of Rafaela and Esperanza streets, in Bº Colón, in the north of the city. The total surface will be 145 m2 covered. The total official budget will be of Pesos four million six hundred twenty-three thousand eight hundred and seventy-five ($ 4,623,875), and the term of work was established in 180 calendar days (6 months). The Conservation and warranty period is 360 calendar days.
The design responds to the concept of simple, concise and compact architecture. The idea is to achieve natural ventilation and lighting, through large glass surfaces and internal patios.
We opted for a typology on a comb plant, with free perimeters, surrounded by green; that is to say, a building with 4 facades. The materialization will be through walls covered with plastic texture and aluminum and glass openings. The aim is to provide a simultaneous image of solidity, security and transparency.
Regarding functionality, the building is made up of a social area, glazed and with an absolute relationship with the exterior space, either on the street or in the central courtyard. The modulation of the plant is done based on the schedule that is repeated throughout the circulation that works as the driving axis, and that is the offices. The main functional strategy is the interior-exterior relationship, favoring the building climate, visually and conceptually.
Constructively, durable and low-maintenance materials were sought. Traditional materials and methods, easily located in the market and of simple and safe execution.
