Previously, the Department of Health of Ninh Thuan Province was one of the two units that sent a report to the Ministry of Health about the contractors violations during the bidding process, providing for drug procurement packages in 2018.
In this report, the Department of Health of Ninh Thuan Province stated that 22 contractors had committed violations.
In which, 7 interrupted contractors were: Saigon Pharmaceutical One Member Company Limited (Linezolid 20mg / 100ml), Duy Anh Pharmaceutical Trading Company Limited (Nebivolol 5mg), Viet Ha Pharmaceutical Joint Stock Company (Rosuvastatin 10mg ), Vimedimex Pharmaceutical Company Ltd. (Entercavir 0.5mg) ... 4 contractors not providing are Hoang Duc Pharmaceutical and Medical Equipment Company Limited (Rabeprazol 20mg), Tu Duc Pharmaceutical Co., Ltd. ( NESO 500mg / 20mg), Pha Nam Pharmaceutical Joint Stock Company (Hydroxypropylmethy Icellulose 3mg / ml), Central Pharmaceutical Joint Stock Company 2 (Atracurium besylat 25mg / 2.5ml). In addition, there are 4 contractors that do not sign contracts, 2 contractors fail to deliver.
As for Vimedimex Binh Duong Co., Ltd, this contractor has just not signed a contract to supply Bromhexin Sodium hyaluronat Simvastatin (registration number VN-19552-16, VN-19738-16, VN-19066-15), medium not supply Salbutamol (sulfate) 100mcg / dose, registration number VN-16442-13.
Talking with the reporter of the Bidding Newspaper, Ms. Pham Thi Bich Le said that the results of the above report were too hasty and did not reflect the reality. The reason is that the Department relies on information gathered from health facilities reports but has not yet checked it.
After verifying the reported information, Ms. Le said that during the implementation process, the parties did not have close cooperation with each other, so the communication was not smooth, especially for contractors. just won the first time. Some contractors have reported that they have no contact information to contact, or encounter problems in the contracting procedure because the medical facility does not have enough legal documents (lost the decision to set up the unit). ...).
On the other hand, in recent years, the prevention of disease has been well controlled so the epidemic has been relieved, so the demand for reserve medicines has also changed. However, contractors were not timely informed, so they could not control the supply.
Meanwhile, the health facility did not provide sufficient information to the contractors, nor did it report clearly the situation of implementing the winning results to the Department of Health. Until sending the report to the Department, the health facility again blamed the contractor.
