The reason is that the bidding documents (Bidding Documents) contain errors. The bidding package uses the investment capital of Dau Giay Industrial Zone Joint Stock Company, selecting contractors in the form of open bidding in the country, a two-stage method of a dossier bag. There are 4 contractors purchasing Bidding Documents and 3 contractors submitting bids (Bid). According to the announcement of the contractor selection result on December 18, 2019, Contemporary House Construction Investment Consultancy Co., Ltd. won the bid, with the winning price of VND 34,726 billion. On December 20, 2019, Dau Giay Industrial Zone Joint Stock Company, one member of Dong Nai Rubber Corporation, announced to cancel the contractor selection result. The reason is that the Bidding Documents require the average annual revenue from construction activities in section 3.2. Circular No. 03/2015 / TT-BKHDT (TT03). Talking to the Bidding Newspaper on December 31, 2019, an officer in charge of bidding of Dau Giay Industrial Zone Joint Stock Company said, according to the regulations of TT03, the minimum requirement for the average annual turnover should be must specify in the Bidding Documents 52.8 billion VND, but unfortunately that Bidding Documents 52 billion VND. “Meanwhile, the average revenue of the winning contractor is in the range of 52.6 - 52.7 billion VND - meeting the requirements of Bidding Documents, but not meeting the requirements of Circular 03. If you accept this result, it is not in accordance with the regulations, ”the officer said. This error is only discovered after approval and announcement of contractor selection results. This is not only the fault of the consultant making the Bidding Documents but also the negligence of the Investor in approving the Bidding Document. Referring to the bidders response to this bid cancellation, the Investors representative affirmed: “The winning bidder did not have any reaction when detecting errors, because the Employer invited the Contractor. bid to explain clearly. ” Regarding the re-bidding plan, the Investor said that the Bidding Documents have been re-approved and are continuing to carry out the procedures to select a contractor.
