In October 2019, the Peoples Committee of Ba Ria - Vung Tau Province issued Decision No. 2675 / QD-UBND on adjusting and supplementing the contractor selection plan (KHLCNT) Long Son - Cai Mep Road Project. Accordingly, the project has a total of 35 packages, total investment of 1,188,571 billion. The investor who is the bid solicitor of the Project is the Project Management Unit (PMU) of transport area in Cai Mep - Thi Vai port.
Department of Planning and Investment of Ba Ria - Vung Tau province said that this is one of the key projects expected to start construction before June 2020, forming a road linking Phu My town with Ho Chi Minh City. Vung Tau, without crossing National Highway 51 as it is now.
Up to now, Ba Ria - Vung Tau province has held a meeting to agree on the solution of soft soil treatment for the Project. The PMU of Cai Mep - Thi Vai port project has completed the design document according to the agreed plan, submitted to the Department of Transport and Department of Construction to appraise the Rang river bridge item. In addition, the inventory and completion of compensation and site clearance plans for the project area have been conducted in Phu My town, Ho Chi Minh City. Vung Tau.
In the Master Plan, the Project has 10 bidding packages in the field of construction and installation. Among these, the Package of Rang River Bridge Construction Package (including the bridgehead road) has the highest value, with the approved package price of VND 552,070 billion. The bidding package is implemented in 48 months, the contract is based on the adjusted unit price. Some other construction and installation packages such as: Complete construction package from Km1 + 800 to Km2 + 300, Construction and installation package from Km2 + 300 to Km2 + 800 are worth more than VND 100 billion each.
Construction bidding packages under the Project are starting to be selected by the contractor. Particularly, the Rang River bridge item will be started in the first quarter of 2020.
According to the KHLCNT, the Rang Song Bridge Construction and Installation Package will hold a nationwide tender in the method of a two-stage dossier bag in the fourth quarter of 2019. However, in fact, according to the bidding notice, this package is notified to issue the Bidding Documents from February 11, 2020 to March 2, 2020. The bidding package has a bid security of 10 billion dong.
Reflecting to the Bidding Newspaper, some contractors said that the bid solicitor did not publicize the documents related to the bidding dossier mentioned above on the National bidding network system.
From the contractors questions, the Bidding Newspaper reporter had a discussion with Mr. Nguyen Cong Danh, Head of Planning - General Department of Cai Mep - Thi Vai Port Management Project. Regarding the supply and posting of bidding information, Mr. Danh said that although the Bidding Package has the time to issue Bidding Documents after the effective date of Circular No. 11/2019 / TT-BKHDT, but the time of posting Notice of invitation to bid again from January 31, 2020. “We have fully grasped the requirements of Circular No. 11. Therefore, not only in this project but also in all projects for which we are the bid solicitor, the posting of notice of bid invitation after the time 1/2/2020 will strictly follow the attachment of documents related to Bidding Documents ”, Mr. Danh affirmed.
According to the direct examination on the National bidding network system, the notice of tender invitation for the Bidding Package for the construction of the Rang river bridge (including the bridge headline) has a posting time of 13h57 on January 31, 2020. |
