The European Commission Communication on Public Procurement for a Better Environment defines green public procurement as "the process by which public authorities aim to purchase goods, services and works with a lower environmental impact over the life cycle of goods, services and works for the same purpose. would normally be purchased. " The Order of the Minister for the Environment has approved the list of products subject to environmental criteria applicable to public procurement, as well as the environmental ("green") criteria for those products. However, these approved criteria are without prejudice to the contracting authorities right to extend the "green" criteria to other procurement.
In the case of public procurement of goods not covered by the above-mentioned legislation, you may also make green claims, as recommended by the European Commission or your own, take into account energy efficiency, environmental friendliness of packaging (reuse, disintegrating packaging, etc.). As always, in procurement it is important that the criteria chosen are not artificially restrictive of competition, proportionate, precise, clear and unambiguous.
