Purchasers must properly identify the subject of the purchase when starting the purchase, ie the type of contract - goods, works, services - and, in this context, correctly select the basic CPV code. The contract type listed in the ads must always match the CPV code you set . This information is essential when completing your ad because ad subscription is based on CPV codes and the contract type is used to search, sort, filter ads.
Note that bug fixes indicating that the contract type is changing cannot be published and that procurers with a contract type that do not match the CPV code should be terminated and republished.
From 2020 month of January. neither the TED nor the Central Public Procurement Portal of the Official Journal of the European Union will publish any advertisement (pre-procurement, contract award, etc.) that does not match the CPV code.
The type of contract according to the CPV codes must be indicated:
Goods - 03 xxxxxx to 44 xxxxxx; 48 xxxxxx;
Works - 45 xxxxxx;
Services - 50 xxxxxx to 98 xxxxxx.
Some examples of ads incorrectly specifying a contract type:
The ad lists both Services and Goods , but the CPV code must indicate WORKS :
45 500000 - Renting of construction or civil engineering machinery and equipment with operators
45 520000 - Renting of earthmoving machinery with operator
The ad specifies the Goods but the CPV code must indicate the SERVICES :
60 170000 - Rental of passenger transport equipment with driver
80 520000 - Teaching aids
92 311000 - Works of art
The ad specifies the Services , but the CPV code must list the GOODS :
30 200000 - Computer equipment and supplies
48 422000 - Software package kits
48 151000 - Computer Management System
48 900000 - Miscellaneous software packages and computer systems
48 900000 - Miscellaneous software packages and computer systems
Please note that the international social and other special services , which the CPV codes the PSO in Annex 2 and Annex 4 software, purchases, fill in the form ad "Social and other specific services. Public Contracts ”(or other forms of social service announcement, depending on the type of ad), and the ad form used to complete the contract announcement must be the same as the one used for the purchase. |
