The State Auditor this year monitored the operations of the Novi Sad District Prison for 2018 and found that there were good and bad examples of doing business - outsourcing, unlawful payment of solidarity assistance, even one privileged specialization for a GP.
The State Audit Institution concluded that the District Jail did not have too many employees, and that salaries were paid in accordance with systematization, pay groups and the governments decision on the base amount.
Also, salary allowances for past work, overtime, work for public holidays, work at night, standby and additional workload were properly paid, and he spent his own income from the prison on purpose, according to the DRI Report for the District Prison Business 2018 . years.
However, the auditor pointed to the unlawfulness, including the approval of a specialization in psychiatry for a GP by any procedure . Namely, the prison assigned specialization, but did not foresee in the systematization at all that it would need a psychiatrist, which is contrary to the law.
The selection of a doctor to approve a specialization as a psychiatrist was made without the rulebook on professional development of doctors employed in prisons being executed. The Directorate for Execution of Criminal Sanctions did not adopt a specialization plan for 2018 and no internal competition for selection of candidates was conducted according to the criteria and closer conditions for approval of specialization and narrower specializations, which is not in accordance with the law on health care and the rulebook on professional development of civil servants. The competition and the conditions for specialization were in fact secret because they were not published on the institutions website.
Otherwise, the prison now hires a psychiatrist through a part-time contract, twice a week for four hours each.
In 2018, the District Prison paid employees at least 3.8 million gross dinars for overtime pay for hours above the statutory limit, which is illegal. By reviewing monthly reviews of hours worked , the prison warden made summary decisions for employees who had increased their overtime earnings , which was contrary to the labor law - each employee had to have his or her own solution.
The institution did not keep a record of attendance at work or time of arrival and departure from work on the prescribed form.
In terms of public procurement, the District Prison procured fixed and mobile telephony services in the amount of RSD 733,094 from Telekom and RSD 25,689 from Telenor without public procurement, which is contrary to law. They also procured health services through a 1.6m din contract without public procurement, although there were no grounds for exemption from law enforcement.
For the services of sowing and threshing wheat and maize with transportation, the Institute, by law, selected one company and paid her 161,788 dinars. There was really no competition in this business.
In the procurement of medicines, they accepted an offer that is more expensive than their estimated value and did not inform the Public Procurement Office or the auditor.
Although not subject to review, the SAI found several other irregularities. For example, for solidarity assistance, the prison paid a total of RSD 560,000 for 12 employees without clear criteria and conditions for granting solidarity aid beyond the law.
Also, the District Prison concluded labor contracts for prison-related jobs for which a systematic workplace exists. These are two persons and a total of six work contracts, which have been illegally paid over one million dinars.
During the auditors visit, the prison corrected some illegalities, and for the rest, there is a 90-day deadline for informing the SAI what action has been taken. |
