The West Java Regional Secretariat of Goods and Services Procurement cooperates with PT Brilliant Ecommerce Berjaya to utilize e-marketplaces.
Bisnis.com, BANDUNG — the Procurement Bureau for West Java Regional Secretariat of Goods and Services established a partnership with PT Brilliant Ecommerce Berjaya to utilize e-marketplaces.
Through this partnership, the company that owns the online procurement digital platform Mbizmarket.co.id will provide an online store-based marketplace platform for the West Java Provincial Government environment.
The signing of the memorandum of understanding (MoU) was signed directly by West Java Governor Ridwan Kamil and CEO of Mbizmarket.co.id Rizal Paramarta, as well as Mbizmarket.co.id COO and Co Founder Ryn Hermawan, Friday (6/12/2019) at The Trans Luxury Hotel City Bandung.
Head of West Java Province Regional Procurement Bureau for Goods and Services, Ika Mardiah, ensures that the use of e-marketplaces is in accordance with the legal basis, namely Presidential Regulation No. 16/2016 concerning Procurement of Government Goods / Services.
"This is part of the implementation that has been set by the President," he said.
He ensured that this breakthrough step in spending goods and services under Rp 50 million had received direct supervision from the KPK. "We are supervised by the KPK. We are routinely evaluated by the KPK, this idea is welcomed, this thumbs up. So this collaboration only utilizes the Mbiz platform, there is no business competition problem, "he said.
Later, it does not need to build its own platform that can drain the budget. By using Mbiz, the e-marketplace also encourages easy, fast, and efficient marketing and electronic transactions between consumers and businesses, especially Micro, Small and Medium Enterprises (MSMEs).
"This provides convenience for both the West Java Provincial Government as a buyer and seller. Of course we will encourage the West Java SMEs to be more involved in the procurement of government goods / services," he said.
"What has been done so far by the department, for example shopping at a store to buy stationery, paper, or food or drinks. After working with Mbizmarket.co.id, shopping through the marketplace platform can be done from the office, so this is efficient," he added.
In addition, Ika said that the e-marketplace as part of electronic procurement will facilitate evaluation and monitoring, and improve record keeping, accountability, transparency, efficiency, and effectiveness.
"If it is conventional to the store, susceptible to potential deviations. If the procurement process is online it will be transparent and accountable. This is at the same time a form of actualization of innovation and collaboration of public services through cooperation with the business world," he said.
The hope, continued Ika, the development of this marketplace will support the acquisition of maximum value (value for money) from the procurement of goods / services undertaken by the West Java Provincial Government and open up competitive, healthy and reasonable business opportunities.
In the MoU, the West Java Provincial Government also involved Mbizmarket.co.id in the socialization program on the use and utilization of Mbizmarket.co.id to the ranks of users and business people in West Java who provide goods and services for procurement needs and provide consultancy and advisory services to parties the party.
"This policy will be implemented throughout the regional apparatus organizations in the West Java Provincial Government," he said. |
