Jakarta : The government is opening an investment offer to the public in a Modern Land Information System (SIP) infrastructure development project. The project, estimated to cost around Rp. 7.3 trillion, was carried out through a Government Cooperation with Business Entity (PPP) scheme. Deputy of Investment Planning, Investment Coordinating Board (BKPM) Ikmal Lukman said in the market sounding of the PPP project this time, the Ministry of Agrarian Affairs and Spatial Planning / National Land Agency (ATR / BPN) acted as the Responsible for the Cooperation Project (PJPK). The introduction of this project was attended by 50 business entities, both private and state-owned companies, consisting of information technology, banking and financial institutions, consultants and related business associations. We see very high enthusiasm of business actors for this project, which can be seen from the number of participants who attended both from domestic and abroad, Ikmal said in his remarks at the BKPM office, Jalan Jenderal Gatot Subroto, South Jakarta, Tuesday, December 17 2019. He explained that infrastructure development and investment were the two main programs of the administration of President Joko Widodo (Jokowi) in order to encourage Indonesias economic growth. The priority program also has a positive reciprocal relationship, which is expected to improve the investment climate so that it can stimulate new businesses to grow and develop more in Indonesia. In the future, infrastructure development is not only a form of fulfillment of basic government service obligations to the public, but also a driving force for economic growth in creating a conducive investment climate, he explained. Market sounding of the Modern SIP project is also an important process in the preparation of the PPP project, particularly in relation to the finalization of the Outline Business Case (OBC) Pre-Study Feasibility Document. The total funds needed for the development of this project reached around IDR 7.3 trillion with an estimated return on investment (ROI) of 14 percent and a 15-year cooperation period. The scope of projects collaborated with the private sector includes developing existing applications for modern land information systems, maintaining modern land information systems, developing additional modules for modern land information systems, digitizing and validating textual data and spatial data adjustment, procurement of hardware, hardware activities, supporting activities as well as providing resources for operational activities. As compensation for available services, the government will provide financing for the availability of services (Availability Payment) and guarantees (Government Guarantee) by PT Penjaminan Infrastruktur Indonesia (PT. PII) during the concession period for selected developers to return all funds that have been invested plus reasonable profits . We need to emphasize again that the purpose of this Market Sounding activity is to get market feedback on the form of cooperation offered, in addition to conveying the existence of this project to the market or potential investors well before the tender period, he said. The intended feedback is not only from the technical side but also from the financial, social and environmental side, but also the risk allocation offered. Furthermore, the feedback will also be input in improving the Outline Business Case (OBC).
