In November, public procurement contracts totaling € 14.9 million were published on the official procurement basis. This amount places last month among the ten smallest of the last four years, the one corresponding to the last Government. While not only the regional executive is directly and indirectly responsible for public procurement, it is he who sets the annual pace of awards.
Even with the loss of breath this year end, 2019 is already the second largest year of the last ten, having guaranteed, until the end and November, 257 million euros in contracts published by different entities.
Last year, the contracts disclosed totaled 311 million euros. Considering that December tends to be one of the months of lowest contract value disclosed, as in January, it is unlikely that contracts in the current month will be announced for contracts with a global value exceeding 54 million euros, which could make 2019 surpass 2018.
November is also marked by the unusual number of contracts advertised by SESARAM. During the 30 days of the month, 203 contracts were introduced in the official base. Of these, 160 were made available between the 20th and 30th, which reveals a concern for updating this obligation. Of the 203 contracts mentioned, 146 were made before November, some up to (five) in 2018. These 146 contracts totaled 3.5 million euros.
Firework stood out
One of the signs given in November of the small contract value published in November can be seen from the fact that only one contract is worth more than one million euros. This is the award of the Fireworks Show for the New Years Eve 2019/2020 in the Autonomous Region of Madeira ”. For this provision of services, the Secretariat of Tourism and Culture will pay Macedos Pirotecnia one million and 48 thousand euros.
The top ten contracts published last month total just 4.7 million euros, a figure that is often achieved and even surpassed with just one award of a work.
Although the largest contract is from the Secretariat of Tourism and Culture, SESARAM is the entity with the highest added value. The 203 contracts published during November total € 4.8 million.
Concerning the dates of conclusion of the contracts, published last month, the majority - 231 - were contracted for the rest of the year 2019, worth 7.7 million euros. Still, this does not mean that all entities are in breach of the law. Just by way of example, in the last ten days of October 68 contracts were signed, worth € 2 million, but only published in November.
The 163 contracts signed and published last month amounted to seven million euros. From 2018 six contracts carry over, with a total value of 96 thousand euros. Five of these contracts were signed by SESARAM and one by the Legislative Assembly of Madeira: Implementation of the RGPD (General Data Protection Regime) in ALRAM - 12.8 thousand euros. |
