Work Detail The Dubai Executive Council has approved the Dubai Government Joint Procurement Project (SHARAK), which has been submitted by the Department of Finance. The program maintains a balanced economic impact, implements the procurement process in the shortest possible period of time without hindering the internal processes of government entities, and harmonizes procurement standards between different entities while maintaining their flexibility and independence. The program will include the formulation of joint framework agreements for the selected categories to unify the efforts of partners and the dissemination of benefits to all government agencies, the participation of end-users and procurement staff from the entities to standardize orders, procurement strategies and awarding recommendations for the common categories, and upgrade the role of the Department of Support Services Center to lead the coordination of the joint procurement program and building Procurement capabilities at the level of government entities in Dubai, and the preparation and management of technical and commercial committees for the common categories represented by the main government agencies. The project is based on a hybrid model that combines the “main buyer” and “central support” models. The implementation of the program will not affect annual budget change, operational procurement, staff organizational structure or IT systems, which will be evaluated through five key performance indicators.
