The State Enterprise "Medical Procurement of Ukraine" (MZU) has been preparing for the procurement of medicines and medical devices at the expense of the state budget since 2020.
"The state-owned enterprise, in partnership with the Kiev School of Economics, has been developing organizational opportunities for procurement from the state budget of Ukraine since 2020," MZU reports on its Facebook page, presenting the opening of its office.
According to the Ministry of Public Information, the state-owned enterprise also continues to "transfer knowledge and experience from specialized international organizations in the format of relevant regular seminars and develop an SRM database."
According to the head of the Ministry of Health, Arsen Zhumadilov, in 2019, the Ministry of Health organized 43 public procurement procedures for the Global Fund through the ProZorro system, commissioned by the Public Health Center. The expected purchase value amounted to 94 million UAH, the actual - 58 million UAH, the savings amounted to more than 38%.
In addition, Zhumadilov said that the specialists of the Ministry of Health had analyzed 1300 items of the nomenclature of medicines and medical devices, prepared recommendations to the Ministry of Health on the distribution of purchases between the state-owned enterprise and international organizations in 2020.
Currently, the Ministry of Education and Science plans to expand procurement services for decentralized clients at the expense of local budgets and non-state funds.
In September 2019, MZU, together with partners, ensured the work of the pharmaceutical sector in the pilot project of electronic catalogs Prozorro Market. This allows medical institutions to make pre-threshold online purchases worth up to 200 thousand UAH.
As reported, in late January 2019, the Ministry of Healthcare announced the first tenders for the purchase of medicines under the Global Fund programs, in particular, for the purchase of logistics services and medicines for opportunistic infections and adverse reactions in the treatment of HIV / AIDS and tuberculosis, as well as medical respirators.
Tenders announced in January 2019 were the first procurements conducted by MZU. In 2019, the state-owned enterprise should also begin to use new procurement tools, in particular electronic catalogs, which will allow customers to quickly and conveniently order ordinary drugs and products on the basis of an online store.
MZU will receive the status of a central procurement organization and will begin work with procurement on the basis of framework agreements, which will greatly facilitate the work of regional customers.
