About 10 public-private partnership (PPP) projects are expected to be awarded next year, a report published by the Department of Budget and Management (DBM) in its website showed.
According to the Development Budget Coordination Committee’s (DBCC) fiscal risks statement for 2020, which was uploaded by the DBM last August 29, these include five projects of national government agencies and government-owned and -controlled corporations, and five projects of local implementing agencies.
Included in the list is the P2.5-billion Philippine Charity Sweepstakes Office (PCSO) Corporate Center with target award date in the first quarter of 2020.
The P1.51-billion Angat Hydroelectric Power Plan Project-Rehabilitation, Operation and Maintenance of Turbines #4 and #5; P71.11-billion Metro Rail Transit (MRT) 11; and Cultural Center of the Philippines (CCP) Asset Development Project whose indicative project cost is yet to be determined (TBD) are expected to be awarded on the third quarter of next year.
The Cebu Bus Rapid Transit (BRT) Operation and Maintenance, with cost also TBD, has a target award date of fourth quarter of 2020.
According to the PPP Center, the PCSO Corporate Center Project involves the construction of two mid-rise buildings: the 10-storey corporate building with area of 24,233.12 square meters (sq.m.) and the six-storey logistics and parking building with area of 15,742.20 sq.m. The buildings will be linked through connecting bridges that are designed to be built at several floors.
The proposed Angat Project aims to extend the economic life of auxiliary (AU)-4 and AU-5 by another 30 years as well as enable Metropolitan Waterworks and Sewerage System to earn additional revenue through the concession payments to be made by private proponents. The proposed project involves the rehabilitation and modernization of AU-4 and AU-5.
MRT 11 involves the construction of the 180-kilometer elevated railway system starting from Edsa, Balintawak in Quezon City traversing along Quirino Highway, Novaliches and Zabarte Road in North Caloocan City up to Barangay Gaya-gaya in San Jose del Monte, Bulacan.
A passenger transfer facility shall be provided proximate to the Edsa-Balintawak station of Light Rail Transit 1 and the MRT 11 Balintawak station, the PPP Center said.
The CCP Asset Development Project involves the re-development of the developable area of 57.08 hectares of land within the CCP Complex along Roxas Boulevard in Pasay City, which the PPP Center said is based on a natural synergy equally showcasing culture and arts and commerce as project components.
The Cebu BRT Project will establish and implement a BRT system over a 23-kilometer corridor that traverses through Cebu City’s central business district, from Bulacao in the South West and Talamban in the North East.
For those under local implementing agencies, the P240-million Baguio General Hospital and Medical Center is projected to be awarded in the second quarter next year.
The P140-million expansion of the Hemodialysis Unit of the Cagayan Valley Medical Center and the Cebu Waste-to-Energy Project (cost TBD) are targeted for awarding by third quarter of 2020.
Lastly, the Andrews Campus Business Center and Cagayan State University Carig Campus Dormitory – the cost of both projects are TBD – are seen to be awarded in the last quarter of 2020.
The DBCC also said the PPP Center is working on several policy initiatives for 2019-2020 to further support the infrastructure agenda of the government.
