According to the KHLCNT, the estimate of this package is 610,156,026,520 VND. Package 2 of the Generic Drug (including 995 categories) with bid security worth VND 37,905,199,538. According to the KHLCNT, the estimate of this package is 1,516,207,981,510 VND. Package 3 Traditional medicines, herbal medicines (including 18 categories) with bid security worth VND 113,827,875. The estimate of this package is approved at the High Quality Plan of VND 7,588,525,000. The BMT requires the bid security to be guaranteed by each part (list), the value of bid guarantee is equal to the total value of securing the parts (list) that the bidder attends. According to BMT, during the period of issuing Bidding Documents of 3 bidding packages, there are totally 200 contractors buying Bidding Documents. By the time of bid closure, 189 contractors submitted bids (Bids) in accordance with regulations. Specifically, Package 1 has 15 contractors submitting Bids, Package 2 has 166 bidders and Bid 3 has 7 bidders. The bid opening was attended by 154 contractors, except for Package 2 with 34 contractors absent. From these requirements of the Bidding Documents, comparing with the list of drugs of each bidding package, many drugs are facing great pressure on the supply schedule. According to BMT, because the pressure to supply drugs at level 1 is very large, it requires BMT to focus, accelerate the evaluation of Technical Proposal and soon open Financial Proposal to quickly select the winning bidders. Due to the large value of the bidding packages, the number of bidders participating in the bidding is very large, so all the work related to closing, opening bids, evaluating Technical Proposals, Financial Proposals as well as negotiating with contractors must mobilize staff with extensive expertise.
