She pointed out that general requirements for the classification of small and medium enterprises are that the institution be active. The classification is based on the number of workers and the annual increases for all the branches registered on the commercial register. Applications for classification are submitted only through the electronic system for small and medium enterprises. The certificate of classification should not be granted by size, and the certificates of classification shall be valid until the expiry date, after which the certificate must be renewed. The certificate must then be renewed to benefit from the services and associated benefits, The expiration date of the certificate of classification shall be the same as the date of the Commercial Registration Certificate.

Al-Saffar pointed out that the 10% preference is similar to the decision issued by the Emiri decree of the late Prince Shaikh Isa bin Khalifa Al-Khalifa on the preference of national products, but priority in tenders is given on the basis of financial evaluation.
