One of the main objectives for appointing the Port of Gdynia Authority S.A. was to manage port’s real estate and infrastructure, as well as its effective planning and development. Having the optimum use of the port areas in mind, which is directly related to acquisition of largest possible income to the State Treasure, it has been decided to invite new potential partners to a technical dialogue.
The dialogue will concern lease of a real estate, at present occupied by BCT – Baltycki Terminal Kontenerowy. It must be remembered that in 2003 PoGa S.A. sold 100% of its shares in BCT, thus fulfilling its privatization obligation. BTC belongs entirely to the International Container Terminal Services, Inc. (ICTSI) with its official seat in Philippines. At the same time PoGA S.A. remained the owner of land, buildings and structures which were given to BTC to use for the period of 20 years. The lease period will end in May 2023.
Technical dialogue is foreseen by the Public Procurement Law, however does not constitute a separate procedure. It is rather an option given to the contracting party to hold consultations with experts, public authorities or contractors that are to help in preparing a detailed contract subject-matter or contract terms and conditions.
Aims of technical dialogue:
Acquisition of preliminary information on the scale of interest of potential lessees;
Access to basic data on the legal, economic, financial and organizational standing;
Collecting information on the scope of business the offerors are intending to run on the estate, including investment plans;
Collecting information on the planned cargo handling;
Acquisition of opinions on the estate that may prove useful in running maritime port related business in this region, as well as on the estate in the Port of Gdynia hinterland within the „Logistic Valley” located in Kosakowo Commune.
Such information of great value will be used by PoGA S.A. to determine tender conditions for the lease of the estate to be announced by the end of this year.
It is worth underlining that thanks to this form of procurement, PoGA will have a possibility to consult the largest sea transport organizations, thus having direct access to valuable information. Upon completion of the process, collected data will be dutifully analyzed, constituting a significant contribution in creating long-term development policy for the Port of Gdynia and its hinterland.

The land in question comprises a developed real estate located in the West Port, of an area of 514,916 m2, situated at Helskie I, Helskie II and Oksywskie Quays.
The estate includes container storage, car and manoeuvring yards, land and buildings, gas station. There is also access to a 680-meter long publicly available railway siding. At present, there operates a second largest container terminal in Poland in terms of cargo handling, handling about 400 000 TEU each year.
Within the estate the following organizations have their offices:
Chamber of Tax Administration;
Veterinary Border Inspection Post;
Sanepid (Sanitary Services);
Marine Unit of the Border Guard.
Direct vicinity of the bodies listed above rises the already high level of attractiveness of the offered land, assisting the functioning of the future operator.
Another important fact is that Helskie Quay is going to be rebuilt. Soon PoGA S.A. will announce a tender for the contractor of works. Currently, the building permit procedure is at its closing stage. The investment is part of a larger development, i.e. the deepening of the port channel, enlarging the turntable and reconstruction of quays. Once completed, it will enable the Port of Gdynia to receive larger units, and as a result, provide an opportunity for further development of operators active on its areas and increase of cargo handling volume, translating directly to higher income to the State Treasure from customs and taxes. |
