Several experts stressed that the C5 in Mexico City published a tender with specifications very similar and sometimes identical to those offered by the Chinese company; the head of the organization was a director of that company between 2016 and 2018
The process of a tender published by the Command, Control, Computing, Communications and Citizen Contact Center ( C5 ) of Mexico City was criticized due to the alleged conflict of interests involving the organizations head, Juan Manuel García Ortegón, for his Past in the Huawei company .
García Ortegón, in his faculty of head of the department responsible for capturing comprehensive information for decision making in matters of public safety, among others, is in charge of supervising the bidding of the so-called C2: the Command and Control Center of the Central Supply of Mexico City .

García Ortegón, appointed head of the C5 by the head of government Claudia Sheinbaum last November, was manager of solutions of the Chinese company , immersed in a dispute with the government of the United States, between 2016 and 2018.
