Monrovia – The Public Procurement and Concessions commissions(PPCC) concluded a two-day training on Tuesday, May 28 at the Monrovia City Hall for procuring entities, enlightening them on various procurement compliance issues.

Giving the welcome remarks and opening statement of the training, the head of the PPCC Attorney Jargbe Roseline Nagbe Kowo, appreciated the continued support and efforts by its partners including the government of Liberia and its sponsor the United Nations Development Program(UNDP) for its many constructive initiatives.
According to her, even though the PPCC has conducted many workshops propagating the content and values of the institution, the current training should serve as a game changer.
“However, this training workshop should serve as a game changer in charting a new course,” she stressed.
She, however, called on everyone participating in the training to question themselves asking the hard questions, “where are we when it comes to complying with procurement laws in this land? Where are we to attaining value for money? Are our actions in our procurement compliance and proceedings and processes assisting our country Liberia?”
She stressed that it is time to reflect on the progress made, at the same time measuring the performance and crafting the institution next steps forward.
Also giving special remarks, the Resident Representative of the UNDP, Dr. Pa Lamin Beyai stated that his institution has devoted itself to training procurement professionals overtime including the recent batch of procurement professionals trained – from which, the present head of the PPCC is a beneficiary.
Asking the question of why the UNDP spends a huge amount of money towards training procurement professionals, Dr.Beyai stated that the quadrant of resources that are invested into the capacity building of these professionals is over US$1million.

He added that the UNDP invests in the sector because the agency intends to see fulfillment not as a way of people enriching themselves but as a way of complementing the government’s efforts.
“To save resources which could otherwise be used for other pressing needs, there is too much demands at the time of budgeting and some of you who take part will appreciate the level of pressure of government officials to allocate resources to different entities to support infrastructure development, support even the maintenance of government including payment of salaries among others,” he cautioned.
Also speaking one of the facilitators of the training, the Internal Audit Director of the PPCC, Augustus Vogar called on the participants to work along with the auditors at their different institutions because they are like consultants promoting check and balance.
“Internal auditors are there to guide and control all of the funds of the institution-make use of us,” Mr. Vogar said.
He called on every procurement professionals at the training to be able to respond to every query from an audit if the need be.
“It is under the law when the auditor says bring this document, it is your duty, you as a procurement professional should be able to comply,” he stressed.
The PPCC is an autonomous entity of Government established in 2005 by an Act of Legislation and amended in 2010 to regulate all forms of Public Procurement and Concessions and provide for institutional structures for public procurement and concessions, and stipulates methods and procedures for public procurement and concessions processes.
Seventy-five procurement heads within government ministries and agencies were beneficiaries of the first phase training.
