Work Detail The V4 countries signed a Joint Declaration on the Central Europe high-speed railway network and its financing. The declaration is focused on the HSR which would link the capital cities and major urban agglomeration of the V4 countries. By October 2019, the V4 countries will release a common concept on the HSR financing method and estimations. The V4 countries declare that finding solutions for technical parameters of the high-speed rail network are vested to the joint group with regular sessions, which is also responsible for coordination of the preparation of feasibility studies and the common concept, which will serve as basis for the financing and coordinated preparation of the project. The V4 countries invite the European Commission to consider adding the HSR project into the Annex I of TEN-T Regulation in its forthcoming revision, since, as a major cross-border wide-ranging capacity enhancement project, it clearly demonstrates a European added value to citizens and corresponds with the priorities established in the guidelines. In addition, the V4 countries invite the Council, the Parliament and the EC to a constructive discussion, based on the common concept of the the countries for TEN-T capacity enhancement by means of high-speed railways, about the future transport project financing and transport infrastructure development aiming at reaching an agreement that will enable V4 to use the opportunities and financial resources of a common EU budget in the most efficient way to benefit of EU citizens. The V4 countries are striving for finding joint solution to modernise their transport infrastructure with a particular focus on the development of the high-speed railway line. The Joint Declaration was signed by the Czech Transport Minister, Vladimir Kremlik, Hungary’s Minister for EU Cohesion Policy (on the behalf of Innovation Minister), Poland’s Minister of Infrastructure, Andrzej Adamczyk, and Slovakia’s Minister of Transport, Arpad Ersek. In October 2018, the V4 countries proposed the HSR linking their capitals and connecting major cities which will be connected to the Western HSR railway network. The countries signed an agreement to identify the specific solutions for the implementation of the project, connecting Warsaw, Prague, Bratislava and Budapest. Project’s feasibility study is underway, and it should be completed by the end of this year.
