Work Detail It has now emerged that City Hall used restricted tender to award a company the contentious Sh6.3 million contract to supply fireworks to the county. The damning revelations were revealed during a watchdog committee meeting Thursday on Auditor- General’s 2016/2017 report where Nairobi county government was cited for flouting the Public Procurement and Disposal Act, 2015 by using a restricted tender instead of an open one. The Public Accounts Committee (PAC) was told that City Halls Trade Department colluded with Tononoka Limited to award it the multimillion-shilling contract and in the process locked out other companies which would have also expressed interest for the 2017 New Year celebrations. Former Commerce and Tourism executive at the time Anna Othoro, together with former chief officer trade Juda Abeka and lawyer Hesbon Agwena, were put to task to explain why they resorted to using a restricted tendering. “From the foregoing, it is clear that the entire process was marred by interests and collusion with an intent to defraud the county. If it is found that money was lost then we will through a report seek the indulgence of the EACC and the DCI to recover our money and jail those found culpable,” said the committee chair and Mabatini MCA Mr Wilfred Odalo.
