"Strange" criteria

The contractor reflected that this criterion is quite vague. The widespread consumption in the country can be measured through market share, but the criterion "favored and reputable in the province of Nghe An" is vague, the contractor is not sure what documents to prove. .
At page 36 of the bidding dossier, the criteria for technical evaluation (pass and fail) for the contractor: "Understanding of regional geography of Nghe An province and customs of ethnic minorities at the point of supply of goods . There is evidence that the contractor is knowledgeable about geography and customs in the locality where the contractor provides milk. The contractor said that, with this criterion, bidding documents have eliminated most contractors without offices or branches operating in Nghe An. This criterion is vague and not directly related to the implementation of the Bidding Package.
Besides, on page 66 of the Bidding Document, it is required that "Time for delivery of milk and cupboards and shelves is 7 days after signing the contract" ... The contractor said that, for cabinets, net shelves, within 7 days after signing the contract VND, no contractor can produce products as required by Bidding Documents. The contractor needs at least 2 - 3 months to produce and install racks, grid cabinets for nearly 700 schools in Nghe An province.
What does Nghe An Department of Health say?

Regarding the "strange" criteria of bidding dossier, the above official said, because the bidding package does not use the state budget, the source of payment is from the contribution of businesses and parents so the bidding documents provide criteria. "Popular and prestigious in Nghe An province" is reasonable. To prove this, contractors can provide bids on milk consumption figures in Nghe An province over the years. The contractor who wants to supply a large amount of milk from the bidding package must be knowledgeable about the geography and customs of the locality because Nghe An province has many mountainous districts and different customs.
The bidding documents that require the time of delivery of milk, cupboards and shelves within 7 days after signing the contract are desirable to select contractors who are capable, experienced and ready, fully prepared for implementing the Bidding Package, not winning the bid and then "embarking on" to produce and supply milk. |
