This is a bidding package of more than 200 billion VND, belonging to Na San Irrigation System Project, Mai Son District, Son La Province. Package 14 uses government bond capital, which is widely procured in the country by the 1-stage 2-pack method.
The Irrigation Construction and Investment Management Board 1 said that by the time of bid closure (8:30 am on December 14, 2018), there were 19 bidders buying bidding documents (Bidding Documents). However, only 4 bidders submitted bids (Bid dossier) including: Joint Venture 36 Corporation - Song Hong Trading Technology Co., Ltd. - Electricity Engineering Joint Stock Company (Joint Venture 36 - Song Hong - Electric engineering); Joint venture of IMICO Petroleum Construction and Investment Joint Stock Company - Hoa Hiep Co., Ltd. (IMICO Joint Venture - Hoa Hiep); Song Da Joint Venture; Nam Thang Construction and Trading Company Limited (Nam Thang Contractor).
In the opening ceremony of the technical proposal file, it is worth noting that Nam Thang Contractor does not have bid security, the remaining 3 contractors have bid guarantee of banks. Nam Thang contractor also proposed the longest contract implementation time (24 months) compared to the remaining 3 contractors (from 21.5 to 23 months).
The Irrigation Management and Investment Management Board 1 also said that at the bid opening ceremony, the bid solicitor also asked the representative of Nam Thang Contractor about not finding the bid security of the Company and the representative of this contractor. confirmation, failure to submit bid guarantee is a negligence of the Contractor. |
