The initiative to control the competition of the Railway Company was submitted by KDH Vice-Chairman Pavol Zajac. The Public Procurement Office should investigate the transparency and efficiency of dental purchases.
The Transparency and Efficiency of the Purchase of New Tatras Daggers and Injuries should be reviewed by the Public Procurement Office (IAB). The initiative to control the tender of Železnicná spolocnost Slovensko, as (ZSSK) was submitted to the office by KDH Vice-Chairman Pavol Zajac.
This was justified by the fact that the competition had, in its view, a number of signs of non-transparency and, in particular, the ineffectiveness of spending public resources. "Several criteria in this competition indicated they were set for a predetermined supplier," Zajac said.
Tender did not have to be considered by analysts
The non-parliamentary KDH stated that this procurement, given the projected value of 39.5 million. EUR value added tax (VAT) did not have to be assessed by the Value Unit for Money at the Ministry of Finance of the Slovak Republic. It evaluates all public contracts above 40 mil. and according to the KDH, it could also assess the efficiency and urgency of buying five jaws and one service vehicle compared to the present, when it is driving two trolleys in the High Tatras.
The contract was awarded to Stadler
The contract for the delivery of five new electric gears and one multifunctional gear for Cog railway and Tatra Electric Railways (TEZ) was awarded to the Swiss company Stadler Bussnang AG at a contractual price of 38.8 million EUR. euro excluding value added tax (EUR 46.56 million including VAT). In the tender, it submitted the tender as the only one, the contract price is lower by 1.8%, compared to the projected value. 700 thousand euros.
Vehicles are to be delivered within three years
The estimated contract value was 39.5 million. without VAT (47.4 million euros including VAT), including spare parts, diagnostic equipment, rolling stock inventory and technical documentation as well as staff training. All vehicles are to be delivered gradually within three years of the contract being effective. The ZSSK reported that ten potential suppliers had been contacted prior to the tender, but the offer was only submitted by the Swiss company, no objection was raised by the carrier.
Current dentists are outdated and not enough
"Applicant Stadler Bussnang AG fulfilled the conditions of participation and requirements for the subject of the contract, the bid being lower than the estimated value of the contract. There is only a very limited number of manufacturers of cogwheels on the world market, which also confirmed the outcome of the tender, "ZSSK explained why it did not cancel the competition despite a single offer.
Current ZSSKs are outdated and insufficiently capacitive. The new rack trains will have a hybrid drive, so they will be able to ride on the ramp track Štrba - Štrbské Pleso and on the classical track Štrbské Pleso - Starý Smokovec - Poprad / Tatranská Lomnica.
