For several months already, the Russian Institute of Urban Planning and Investment Development
Giprogor has been working on research work to develop proposals for amending the city district
master plans for the territory of Vologda and the village of Dairy and the rules of land use and
development of the city of Vologda.
The city administration signed a contract with the institute for 10,985,000 rubles to implement the
instructions of the President of the Russian Federation "in terms of synchronizing decisions of
territorial planning and urban zoning documents, heat and water supply schemes, and municipal
wastewater disposal". The contract was signed in the spring of 2018.
One of the objectives of the research work is the preparation of scientifically grounded proposals on
the spatial development of Vologda and the most rational use of territories, taking into account the
preservation of the historical and cultural heritage of regional importance. At the same time.
researchers need to understand how to create the conditions for planning the territory of a
municipality and attract investments.
Under the terms of the contract, the first stage was to be completed before October 1 of this year.
This is the collection and systematization of baseline data, the preparation of a draft master plan for
the municipality "City of Vologda" and a report on the scientific research of the territory.
At the second stage, employees of the institute should prepare before November 1, 2018 a draft land
use and development rules for the Municipality of Vologda.
At the third stage, contractors will need to agree on a project anc 1 prepare demonstration materials for public hearings and hold them. After that, changes should be made to the projects according to the results of coordination with the authorized bodies and public hearings . All these procedures must be completed by March 29, 2019. |
