Ref UHM-2018-0289 Are you a person with versatile practical experience in public procurement? The procurement authority seeks an experienced procurement specialist for the business unit, which wants to contribute to a simplified procurement process for the public sector as well as for suppliers. The business unit is responsible for developing public support by developing both legal and practical guidance material related to the purchasing process. This means that we provide support in connection with preparation for a procurement, execution of the procurement and follow-up of the agreement. The unit has legal skills as well as practical experience in carrying out purchases. The tasks are carried out in an environment where several different professions actively contribute to developing the support that the authority offers procurement authorities and suppliers. To a large extent, work is carried out with colleagues and often in collaboration with other authorities and organizations. We work proactively and responsibly to provide maximum benefit to our customers based on their needs. What are you going to work with? The role means you contribute your experience of public procurement throughout the purchase process. With the procurement process, we mean preliminary study, procurement and contract management. The focus areas of the work assignments may vary over time as it is the customers needs that underlie the authoritys priorities. For example, refer to support for work with needs analysis, advertising, tender, tender review, evaluation and contractual follow-up. You will work on generating both general support and specific support linked to different industries or the authoritys focus areas. At present, we have three segments that we focus in particular on; care, construction and food. In addition to these, we also have focus areas such as dialogue, innovation and digitization. For example, you will work on this by: Obtain audience-adapted support materials, primarily in written form. Answer incoming questions, in writing and orally. Participate in internal workgroups and drive and contribute with your experience and knowledge of purchasing and procurement. Represent the procurement authority in external contexts, eg in collaborative projects with other organizations and businesses Read at conferences and seminars to spread knowledge about public affairs and the agencys support. Service trips may occur. We want you to have Relevant education from college, vocational college or equivalent knowledge acquired through work experience. At least four years of experience in practically and independently executing public contracts of varying character. Good experience in working with the Public Procurement Act, LOU. Good ability to educate you in speech and writing in both Swedish and English. A good understanding of the entire purchasing process. Experience and interest in lecturing and continuing education. Qualifying qualifications Experience from both public and supplier sites. Wide experience from various public organizations eg municipality, state authority, county council. Experience from practical application of LUF and LUFS. Implementation of IT procurement. Experience of electronic procurement tools. Experience of working consultatively.
