Mayor Délia Razuk (PR) has revoked the millionaire bid to hire a company responsible for replacing the current LED bulbs in Dourados. During the public session of the Face-to-Face Meeting No. 100/2018, held on 5 last, GTX Construction and Engineering Services, based in Campo Grande, won the dispute with two other competitors by proposing R $ 18.5 million for the service.
Although it has been enabled for the complete execution of the luminaire reordering of the public lighting system , with LED lamps in the quadrilateral comprising the streets of Ponta Porã and Cuiabá (North-South), Azis Rasslem and Francisco Luís Viegas (East-West) shall not render the service. This was because the bidding procedure was revoked.
ECONOMICS
Signed by the mayor on Tuesday (11), the Revocation Term of the Face-to-Face Public Offering number 100/2018 is justified "considering the principle of economicity, so that the public interest is preserved in all acts adopted by the Administration." When the bidding document was published, however, the City Hall of Dourados had established at R $ 19,137,677,9200 the maximum value for hiring the specialized company.
The bidding process was justified by the need for lumiotechnical rearrangement of the public street lighting system of the municipality of Dourados / MS, currently composed of sodium vapor, mercury vapor, metallic vapor, incandescent and fluorescent light bulbs with LED technology Emiting Diode), aiming at greater energy efficiency, reduction of electric energy consumption and lower maintenance costs through the adoption of intelligent management systems and the possibility of real-time monitoring, better quality of the public lighting service for the population, greater perceived safety and increased attractiveness of areas of the city at night. The result of the trading session was communicated by the Municipal Secretary of Administration, João Fava Neto, the following day to the MPE-MS (State Public Prosecutor), who requested information through the civil investigation of 06.2018.00002451-8, established on August 14 to determine if there is an irregularity in the provision of public lighting service in the city of Dourados.
The promoter Etéocles Brito Mendonça Dias Júnior pointed out that "the need for action arose in the face of the precariousness of public lighting service in some districts of the city of Dourados, which has caused damage to the population in relation to public safety, especially in sensitive localities revealed in the technical studies produced by the municipal guard and by the Third Military Police Battalion.
