The Ministry of the Interior is preparing a tender for the purchase of more than five hundred televisions worth less than ten million crowns. Estimated costs of other departments are still significantly lower.
The ongoing transition to the new digital terrestrial DVB-T2 standard should be a profitable project for the state. The total cost of the entire process, which runs from 2016 and is scheduled to end in 2021, has estimated the governments television broadcast development strategy at 871 to 1057 million crowns.
However, state revenues would have to reach the expected revenues of CZK 1.166 billion during the whole process. Without counting the proceeds of the future auction of freed-up frequencies from the 700 MHz band, then net state revenues range from one hundred to three hundred million crowns. After counting the proceeds from the auction of the mentioned frequencies, the Ministry of Industry and Trade estimates the state budget revenue of 4.7 to less than five billion crowns.
No impact on public budgets?
Perhaps, therefore, the co-ordinating expert group at the Ministry of Industry and Trade, accompanied by representatives of the Ministry of Culture, the Czech Telecommunication Office and the Broadcasting Council in the justification of the draft technical plan for the transition to DVB-T2, wrote that no significant impact of the proposed legislation on the state budget and other public budgets.
However, the Ministry of Justice caught this comment in the commentary procedure, which pointed out in the comment that it was totally lacking the costs of acquiring set-top boxes, modifying TV distribution, or possibly acquiring new TVs from public budgets that would be needed in connection with the transition .
Ten million for the interior
The DigiZone.cz server approached some other ministries asking for a similar quantification of the cost of switching to DVB-T2 . Only a few estimates were made by the Ministry of Justice, except for the Ministry of the Interior. The Ministry of the Interior and, in particular, the Ministry of Interior Service Services, in connection with the transition to the DVB-T2, is expected to purchase about 540 new television sets and only sixteen set-top boxes.
The change of standard does not want to address the mentioned equipment by purchasing set-top boxes due to the considerable obsolescence of television sets. The new TV receivers will be the service equipment for the Ministry of Interior mainly for hotels and spa houses.
The purchase of new television sets will take place in the form of a public contract, where the estimated value of this order is about 9.5 million crowns, Hana Malá from the press department of the Ministry of Interior told DigiZone .
Prior to purchasing new TV sets, the service facility will have a TV signal quality study and a modification of existing TV channels, the estimated costs of which are about half a million crowns. The total estimated costs for the transition to the new standard will reach approximately ten million crowns, recapitulated Little.
And the culture of twenty thousand ...
The Ministry of Labor and Social Affairs declares a significantly lower amount. Fifty million support
According to the governments strategy for the development of terrestrial television, which preceded the DVB-T2 migration plan itself, the cost of special services to the population and the solution of specific social situations amounted to 43 million crowns during the transition from analogue to digital broadcasting. It was mainly about the equipment of the social equipment of the receiver, including the relevant service.
Preliminarily, an amount of fifty million crowns is foreseen in the case of the transition to DVB-T2. It should encourage the purchase of the necessary equipment in the case of social facilities, such as schools or retirement homes. According to preliminary calculations, there is also a certain margin, as stated in the introduction to the article, the entire transition process should be profitable for the state. It should not happen that any socially needed group would lose the terrestrial television revenue due to the forthcoming change in the broadcasting standard.
