According to Minutes of Bidding Package No.1, there are 5 contractors bidding for bidding documents and 3 contractors submitting bids (Bidding Documents), including: Thanh Nam Construction Consultant JSC, Tu Sa Construction Joint Stock Company and Cong Thanh Tai Construction Trade Services Company Limited with the bid price of VND5,917,515 million, VND5,830,989 million and VND5,790,8669 million, respectively. Meanwhile, the estimated cost / tender package price is VND5,790,867 million. Thus, the bidding price of Thanh Nam Construction Consultant JSC and Tu Sa Construction Joint Stock Company is higher than the bidding package price.
At present, the bidding package price is announced according to the contractor selection plan and must be announced before the bid solicitor announces the selection of contractor. With tender packages funded by the state budget (not ODA loans), investors may only select bidders whose bidding prices do not exceed the bidding package prices. Therefore, if the bidding price is higher than the bidding package price, the contractor will be less likely to convince the bidder not to be bright.
