- Draft Circular providing guidance on human resources development for small and medium enterprises (SMEs) implementing SMED is being finalized by the Ministry of Planning and Investment (MPI).
Draft circular was studied, building base on 3 main facilities. The first is to inherit the contents stipulated in Joint Circular 04/2014 / TTLT-BKHDT-BTC providing guidance on training human resource training for SMEs. The second is to adjust and correct the problems that are not appropriate during the implementation period 2014 - 2017. Third is to update, supplement the content, training methods New directions are stipulated in Decree 39/2018 / ND-CP and SMES to meet the requirements of SMEs in the new situation.
According to MPI, the draft has improved many contents, simplified procedures, clarified the responsibilities of the parties, aiming to provide training programs close to the needs of enterprises, according to the market mechanism. Assist SMEs in improving their production and business management, improving their quality and efficiency.
Notably, the draft circular stipulates that bidding for the selection of training providers is one of two forms to be applied when implementing the training support provided for in the Circular. In addition, training support can be provided in the form of direct training courses when meeting the conditions specified in Clause 2, Article 8 of the Circular.
