The Nord Project, which participated in the Haapsalu Basic School Architecture Competition, contested the results of the competition. It was alleged that the requirements of the competition submitted to the competition were not complied with, including not complying with the requirements for winning the job.
Architect Kristjan Translator, the architect of the West Elle, announced that the architectural consultancy TrilogStudio had participated in the contest with the contest "Merihobu", which received the incentive award.
The results of the contest were challenged by AS Nord Projekt, who was also one of the authors of the "Merihobu".
The Haapsalu City Government confirmed the results of the Architecture Competition of the Basic School on November 7. Three design solutions were selected. The main prize and € 8,000 won the competition "Lips" at the architectural firm "3 + 1 architects".
After the publication of the jury minutes of the design competition, it became clear that several works submitted to the competition (including winning) did not comply with the requirement for the maximum net cost of the design contest.
On November 21, the Procurement Procurement Committee admitted the invalidation of the results of the design contest. According to the appeal, the Haapsalu City Government has violated the requirements of the Public Procurement Act, including the principle of transparency of procurement and equal treatment of participants.
