Work Detail When asked by Vijesti why CGES, after two years, gave up mapping and improvement of business processes, the company replied that their intention was to end this public procurement procedure by the end of 2016 After two years, the Montenegrin Electricity Transmission System (CGES) gave up the acquisition of mapping and business process improvement services, and the Commission for the Control of Public Procurement Procedures adopted a new decision by Unis Telecom from Mostar, ordered the state company to continue its procurement and within 15 days irregularities and make a legal decision. Otherwise, this is already the fourth complaint of the bidder that was adopted during the tender procedure by the State Commission and that they are now responsible in the procurement of CGES only in the name of the cost of appeals, damaging the company for more than 8,000 euros. The procurement started in August 2016. When CGES was managed by former director Ivan Bulatovic, the problem was inherited by the management led by director Dragan Kujovic from the end of last year. The latest decision CGES is obliged, according to its validity, to pay the appellant the estimated value of EUR 170,000, to pay EUR 1,700 for the fee for running the process, as well as an additional EUR 600 for the costs of drawing up the appeal. CGESs controversial rivalry dated April 18 this year brought CGES a decision to suspend the public procurement procedure, as it indicated that the need for it had ceased. The State Commission found, however, that the CGES contracting authority did not specify the reasons why the need for this procurement was no longer met, which it had to do with the fact that, in the technical characteristics and specifications of the procurement subject, the procedure was initiated due to the identified need for improvement business process, that is, the need for modeling and redesigning business processes, so it is unclear how, in the mean time, the need for modeling and redesigning business processes has ceased. When asked by Vijesti why CGES, after two years, gave up mapping and improvement of business processes, the company replied that their intention was to end this public procurement procedure by the end of 2016, in order for the company to have the necessary inputs for implementation digitization of business in CGES. However, due to the bidders complaints, the case was repeatedly decided by the State Commission for the Control of Public Procurement Procedures, and it could not be completed even in 2017, nor during the first quarter of 2018, which significantly affected the inability to realize procurement and implementation ERP system, as part of the modernization and digitization of operations in CGES, the company added. Procurement of the ERP system is foreseen in the Public Procurement Plan for 2018, which is published on the Public Procurement Administration Portal. Enterprise Resource Planning is a system that will enable efficient management of all resources and capacities of the company in the integration with other computer systems in CGES. In addition to the fact that the need to realize the procurement and implementation of the ERP system could not be further prolonged, there were significant changes in relation to the original plan: procurement of the ERP system will include system analysis and definition of business processes in one part, which is necessary for the functioning ERP system. Consequently, the need to map business processes to the extent that was foreseen by public procurement of business process mapping has ceased, they said from the company explaining why the need for this procurement had ceased.
