Coordination takes place in the areas of ICT, cars and fuels, office supplies, energy and building management as well as transport and accommodation . This corresponds to roughly one fifth of the total operational expenditure of the ministries and almost 1% of the total volume of state budget expenditures. In the past two years, the Ministry of Finance has carried out two pilot over-the-counter public procurement contracts for the purchase of passenger cars and office paper, the Ministry of the Interior has carried out four more in the field of ICT. "Our past experience confirms that central purchasing is an effective means of reducing the cost of running the state. So far, the first major car purchase contract has been successfully completed. Under this contract, more than 1,400 cars will be purchased in the future for different state organizations. It managed to save on average 15%, for cars of the upper middle class and SUVs it was even 33%, " said Finance Minister Alena Schillerová. In the case of the over-the-counter purchase of office paper, it also managed to save on average prices, but only by 7%. Its central contracting authority The Ministry of Finance has therefore decided that the purchase of office paper will take place at the level of individual ministries. "The difficulty of preparing this super-public contract exceeds the real savings achieved," explains Alena Schillerová. Significant savings were also made with centralized purchases at individual department level. As part of departmental systems were centralized procurement in 2017 made purchases with a total volume of 4.2 billion. CZK . "The biggest savings have been made in the purchase of cars, gas and telecommunication services, where several ministries managed to elicit new, more advantageous framework contracts for themselves and their branch organizations," the Finance Minister concludes.
