Procurement News Notice

PNN 1385
Work Detail A St. Matthews company has applied for a mining permit in Calhoun County.

Hair and Sons Inc. has applied to the South Carolina Department of Health and Environmental Control's Bureau of Land and Waste Management for a 10-year permit to mine sand and clay.

The proposed mine is located in Calhoun County, approximately 6.5 miles southwest of St. Matthews. Specifically, the mine will be located on 64 acres at 6100 Columbia Road.

The mine's operating permit says only about 27 acres will be affected by the mining operations and 34 acres will consist of buffers.

The public comment period is scheduled to end Friday, Sept. 9.

Through Aug. 25, the only comment received about the permit is from the South Carolina Department of Natural Resources. It did not offer any objections to the permit, provided the developers follow best management practices for preparation, excavation, extraction and reclamation.

DHEC has not made any decision on the application.

According to the mine operating permit application, the company seeks to clear and grub the land with a front-end loader and bulldozer and excavate the exposed sand and clay.

The application notes there will not be a process plant located on the site as the sand and clay will be loaded onto trucks.

The company also does not anticipate blasting as part of its operation, according to the application.

The land has been mined in the past as a S.C. Department of Transportation borrow pit.

The depth of the mine will be about 20 feet below the surrounding grade, according to the application. There will be no emissions from the site and that there will be no wildlife or wetlands impacted.

"Wildlife on the property is limited because the site has been previously used as a DOT pit," the application states. "Deer, turkey and small game may be on adjoining property that is forested. A small stream runs along the property line."

The permit application notes a portion of the property has been timbered and cleared.

The application says the mine will be gated to prevent unauthorized entry and the nearest resident is about 1,000 feet from the mine. The property is not visible to the public.

A proposed reclamation plan has been submitted indicating the site will be restored to grasslands and ponds after mining.

The mine is operated by company President George Hair as well as Bronson and Joseph Hair. An attempt to reach the men was unsuccessful.

Comments or inquiries concerning the application should be sent to the attention of Joe Koon, SCDHEC, Division of Mining and Solid Waste Management, Bureau of Land and Waste Management, 2600 Bull Street, Columbia, SC, 29201, phone 803-898-1339.

Comments must be received by the SCDHEC before 5 p.m. Sept. 9.
