The Ljubljana Labor and Social Court and RTV Slovenia, as a key criterion for the selection of the contractor, set the lowest price in a joint public security contract, although this is precisely the reason for many violations and exploitation of workers.
While the Ministry of Public Administration advocates that the social aspect should be taken into account as much as possible in public procurement, in most public institutions it continues to whistle and set the lowest price as the key criterion for the selection of the contractor. Among these are the Labor and Social Court of Ljubljana and RTV Slovenia, which published a joint public contract for the implementation of physical and technical protection of people and property between September 1, 2018 and the end of August 2020.
