Improving the system of counteraction to cartels is one of the priorities of the state policy on the development of competition in the Russian Federation. This was said at the first seminar-meeting of the North Caucasus Federal District in the capital of Ingushetia. Theme of the event: "Interdepartmental interaction of antimonopoly and law enforcement bodies in the identification and suppression of cartels".
Chairman of the National Anti-Corruption Committee of Russia Kirill Kabanov in an interview with the newspaper "Ingushetia" by phone told about the objectives of the seminar-meeting in Magas. - What is the main theme of the event in Ingushetia? - First, the event is very timely, as Russian President Vladimir Putin approved the National Plan for Combating Corruption for 2018-2020. Heads of ministries, departments and other state bodies will have to amend their anti-corruption plans before September 1 to ensure compliance with the national plan. Todays plan is the first plan, which is adopted for three years. Why three? The fact is that before that, in a short time we actively formed anti-corruption legislation, a large number of laws were adopted, and many procedures were changed. The fight against corruption is one of our main tasks. After all, one of the main corruptly capacious schemes is the receipt of funds into the budget and their management. By the way, in todays National Plan this theme is very clearly recouped. One of the main topics is the fight against abuses in public procurement. Cartel collusion is part of the corruption story. Today, we see this and celebrate in a number of industries: IT-technologies, construction, roads, housing and communal services. In the North Caucasus this topic is taken very seriously. Change the situation in close cooperation with the Federal Antimonopoly Service. Anyone who wants to change the situation, he acts. "But, acting even on a well-prepared National Plan, is it possible to achieve the desired results?" "But this is such a general National Plan, on the basis of which specific regional and municipal plans are being written, as well as plans for business, state corporations, state companies ... It is the regions that are responsible for fighting corruption. Regions are given great powers, including in the allocation of budgetary funds. We have a history when federal bodies enter into a system of wrong relations, or they begin to oppose regional authorities for unknown reasons. We are interested in the FAS reaction to the statements, appeals of the regional authorities to deepening the interaction. Normal, productive work should be organized. Most importantly, we must teach people what can not be done. - And what about interaction with public organizations in the fight against corruption? - The potential of interaction of state and public structures with the purpose of counteracting corruption is far from exhausted. At the same time, we hope for a principled position of the society on all aspects of the anti-corruption struggle. Recall that the national plans to combat corruption are taken by the President of Russia since 2008. Until 2018, each document was drawn up for two years. The current plan is already the sixth, and for the first time it was executed for three years.
