By adopting the law On the Republican Budget for 2018, the deputies of the Supreme Council approved the norm, at the suggestion of the Government, which allows spending the funds of the Road Fund not on the basis of tenders, but on the so-called request for proposals. Among the skeptics of the effectiveness of this approach was the parliamentarian Vadim Kravchuk, the press service of the Supreme Council reported . Public funds, including the money of the Road Fund, should be spent publicly, on a transparent, competitive basis. When they are spent in accordance with the subjective opinion of an official, no matter how honest he is - its still only his opinion and nothing more, said the deputy. In view of the fact that decisions are taken by the majority in the legislative body, as a result, the Governments proposal was supported with a reservation, to see and understand how this mechanism will be applied during the year. A special case of the formation of the Road Fund and the expenditure of its funds is transformed into a global issue of the functioning of the procurement institute for the needs of the state. In past convocations, the deputies of the Supreme Council have repeatedly tried to approach him, but it did not happen. In Russia, this system is already in place, it is being improved in the course of implementation of legislative norms. In particular, the punishment for non-compliance is toughened. The bill On Public Procurement in the PMR passed the procedure of the first reading in the Parliament. According to the author, MP Vadim Kravchuk, the existing system of public procurement allows the managers of public funds to treat differently the organization of tenders or competitions both among municipal customers and among state customers. Therefore, it was decided to follow the path of the entire civilized world, when the state takes control of the procurement system, establishes uniform rules for conducting them throughout the republic. What is attractive in this system is that it becomes open to the whole society. To this end, an electronic public procurement portal is created, which every interested person, any citizen who does not even participate in all these tenders, competitions and auctions, can see, and what does the state buy from it for its needs, at what price and at what price? whom. This is an effective element that will allow every citizen of the republic to participate in spending the budget, of which we all are donors. Of course, immediately enter electronic bidding, as it is already practiced in these states, will not work - there is no material and technical base. But there is a prerequisite for this. The first thing that is proposed is to create a unified system of public procurement. The official electronic portal contains information on what, for example, is purchased by state administrations Kamenka, Slobodzey or Tiraspol, or centrally for the needs of a particular ministry or agency. This electronic database is open to any supplier who may wish to participate in competitive procedures, as well as for any citizen of the republic who wants to know for what amount the goods were purchased for the state, services were provided. The second, no less important, factor of the legislative initiative of a group of deputies is the reliability of risk management. According to the developers of the draft law On Public Procurement in the DMR, it is necessary to plan all state expenditures in advance, before the beginning of the fiscal year, and not to do it after the fact. Again, all this information should be open to all. The third point is the desire of the authors of the bill to reduce the level of corruption manifestations, the very notorious subjective approach to making a decision on public procurement. Important decisions for the state and society related to public expenditure can not and should not be accepted by one person. They must be objective, open and accepted in accordance with the norms prescribed in the law. The responsibility for non-fulfillment of these procedures will be personal. The control system is supposed to be structured as follows. Approval of plans and minimum contract prices of purchases should be carried out and controlled by the state, market mechanisms will be included in the system of competitions. No procurement for the needs of the state will be carried out without competition. The main element of the competition is an auction. This format allows all its participants to play on a slide, one of the authors of the bill on public procurement Vadim Kravchuk said. The main objective of the bill is to achieve transparency in public procurement. Every citizen of the PMR, in accordance with the Constitution, should know how, where and why his funds are being used, which get into the budget by paying taxes. |
