Here are my impressions and thoughts a day from the buyers perspective. People from the labor market who read this post may excuse (and if necessary, correct) any misconceptions concerning your area.
What are employment requirements?
A matter as important as someone to define. Employment requirements are requirements aimed at obtaining people who are far from the labor market in internship or permanent employment. Thus requirements that promote increased employment. Requirements for labor law (minimum salary, semester ...) are not included in the term employment requirements.
Do you have employment requirements?
Yes. The procurement authority provides support for how to set employment requirements that include templates for contractual terms, the recruitment process, how follow-up can / should be and support to begin applying the requirements. If you are uncertain about exactly how the requirements should be formulated to be legally sustainable, it is recommended to wait for this guidance.
In LOU (Chapter 4, Section 18) there is the possibility to reserve contracts or parts of contracts for so-called social companies. It may be companies whose main purpose is to support social and professional integration of people who, due to certain circumstances, find it difficult to enter the labor market. For example, Samhall.
Does it make a difference to set employment requirements?
After taking part in the conference, I can quite certainly say that employment requirements in contracted contracts make it easier to get out of work. The entrepreneurs who were in place asserted that they could think of receiving trainees from the municipality, whether or not it was in the agreement, but I think the biggest profit may be in getting routines in place in the municipality for how to work with the municipalitys suppliers for the purpose of promoting employment. A dialogue between the labor market unit and the procurement unit, reviewing the contracts to be procured in the coming year and understanding of each others activities.
In 2016, Helsingborg had 20 people in internship or employment as part of the work, in 2017 it was over 140.
