The Ministry of Agriculture received authorizations from more than half of the municipalities lying in the area of ??anticipated air defense against hail and therefore started the preparation of a special public contract. The invitation to a qualified bidder will be sent in May, the ministry predicts. At the Airborne Center Maribor, they say that procedures should be completed.
Some regions of Slovenia were relatively early in the year with a hailstorm. At the beginning of May, Toca had already been plowed in Pomurje and Styria, where in some places it caused considerable damage to agriculture and gardeners, and later on some other parts of Slovenia also reported hailstorms.
Above the clouds with sprinkling
At the session on April 26, the Slovenian government supported the implementation of air defense defense against hail by spillage of hail clouds in the area of ??northeastern Slovenia in the years 2018 and 2019.
At least half of the municipalities must be involved in the defense
The state will allocate funds for co-financing the implementation of air defense against hail if the interest of local communities is demonstrated or at least half of the municipalities from the defended territory of north-eastern Slovenia are involved in the implementation of the air defense against hail.
It is a total of 71 municipalities, of which 27 municipalities of Pomurje, all 41 municipalities of Podravje and additional municipalities of Slovenske Konjice and Zrece from the Savinjska statistical region and Podvelka municipality from Carinthia.
A public contract will be negotiated without prior publication
The Ministry received 57 municipal authorizations for the implementation of an ad hoc joint public procurement, and therefore, the preparation of an ad hoc joint public procurement contract for the selection of a defense contractor against hail was undertaken. As explained at the Ministry of Agriculture, this public contract will be carried out under a negotiated procedure without prior publication.
"A tenderer who, due to the technical specifications of the public procurement contract, is able to carry out this contract, will be invited to participate in the tender, and the invitation will be sent in May," they announced at the ministry.
The ministry will contribute 35 percent of the funds, while the rest should be taken care of by the municipalities themselves

The ministry also states that the implementation of air defense against hail by sprinkling hollow clouds in the area of ??north-eastern Slovenia is co-financed with the achieved targeted areas of coverage of 1,500 hectares of orchards and one hundred hectares of vineyards with anti-stress nets, as set out in the strategy for implementing the resolution on strategic orientations the development of Slovenian agriculture and food industry by 2020, adopted by the government in June 2014.
The Maribor Airborne Center has been running counter-defense for many years
For years, the Maribor Airborne Center has been running counterattack defense. As the long-time leader of this project at the Darko Kralj Center in Maribor, the Maribor Center Maribor Center is the only qualified for this, and this year, he is ready to carry out an air defense counterattack. "We need three to four days after signing the contract and we are ready," said the King. They have everything ready, they just do not get the reagent in advance.
Regarding the procedures at the Agriculture Ministry, he said that all should have been completed in March and would be ready for action in early May. He estimated the cost of counterattack defense in one season from 160 thousand to 200 thousand euros, adding that this amount does not include all the work of the Maribor Airport Center.
