The concession company claims that the conditions were set so that the maximum number of candidates could participate in the competition. Originally, the company did not even want to tell the number of candidates. Even if the name of the bidder was not communicated, it can be expected that the bid was handed over by the TW Team Alliance or one of its members, Pragoimex, Krnov repair shops and engineering or VKV Praha. In the competition, the transport company searches for three trams, but the parameters of the tender were set up so that no one else could log in. Suspicionally short was the very deadline for bidding. The order was announced on April 17, the offer had to be delivered already on Monday, May 7. The company had 20 days to work out, including the time when national holidays were celebrated throughout Europe. For other orders, the same company required a much longer period. This is not the only competition issue. Ceskoslovenský Dopravá, a specialist magazine, has already highlighted the technical conditions that only the TW Team Alliance can fulfill. The transport company wants to pay for more than 100 million crowns from European subsidies. Transport spokesman Jirí Holý explained the short deadline by setting it up in accordance with the timetable for the grant application and the conditions of the Integrated Regional Operational Program. 85% of it should come from it. According to a spokesman for the Ministry for Regional Development, Vilém Frcek, the request for subsidy from the Ministry will only be audited. The time limit for the submission of tenders may, inter alia, be reviewed in the light of the principle of proportionality. In this case, it will be crucial whether the deadline is long enough for suppliers to bid , Frcek said. According to him, it is possible to make a clear conclusion only after detailed inspection of the public contract. The sponsor will also have to explain why the qualification is set up and whether many suppliers can do it , Frcek added. According to Holý, the conditions were set objectively so that the maximum number of potential participants could take part in the tender procedure. For this reason, a market survey was also carried out. The conditions have been consulted in the past with donor providers who have not found discriminatory criteria in them, says Holý. The new trams must have at least 45 seats, another 110 seats. The cars will be air-conditioned, a wifi or USB chargers will be on board. |
