On April 17, Solomyansky District Court of Kyiv canceled the arrest of property of the face-to-face of the backpack business of Alexander Avakov, son of the Minister of Internal Affairs of Ukraine Arsen Avakov.
The decision, which was made public on April 24, did not mention the name of the suspect, but Andriy Tarasovov, the lawyer of Alexander Avakov mentions, the data on the arrested property and the number of proceedings coincide.
The court abolished the arrest of three cars in underground parking and two apartments. The decision can not be appealed.
Thus, the judge annulled the court decision of February 23, which repossessed the property for this property.
On April 5, NABU announced the completion of the pre-trial investigation in the so-called "case of backpacks", one of the participants of which is Alexander Avakov.
On October 31, the National Anti-Corruption Bureau of Ukraine conducted a search for an investigation into the possible loss of public funds for the purchase of backpacks by the Ministry of Internal Affairs for soldiers in the ATO zone. As a result of a series of searches on suspicion of embezzlement of more than 14 million hryvnias detained three people : former Deputy Minister of Internal Affairs of Ukraine Serhiy Chebotarya, representative of the company-winner of the tender for the supply of backpacks (Volodymyr Lytvyn) and another "private person", as the son of the Minister of Internal Affairs Affairs of Ukraine by Alexander Avakov.
According to NABU, in 2015, these individuals were involved in procurement at the Ministry of the Interior backpacks at a price significantly higher than the average market. According to the pre-trial investigation, the goods were not delivered on time and, moreover, did not meet the requirements established by the Ministry of Internal Affairs, as a result of which the state suffered losses in the amount of more than 14 million hryvnias.
Alexander Avakov called this case a political one . Similarly, the Ministry of Internal Affairs of Ukraine, to which Oleksandr Avakov formally has no relation, called the "NABU" actions as "political, not legally justified", while Minister Arsen Avakov said that his son was not involved in the squandering of budget funds .
In early 2016, Schemes journalists , a joint project of Radio Liberty and the TV channel "UA: First," found videos similar to the shooting by a secret camera in his office at that time, Deputy Interior Minister Serhiy Chebotarya, who by May 2015 was in charge of the ministry for public procurement. The video shows a dialogue on buying backpacks between supposedly son Avakov Alexander and a person similar to Sergei Cebotar, at that time Deputy Arsen Avakov, in which they agree to get the son of the Minister of Budget Contract to circumvent the legal tender procedure.
The Ministry of the Interior stated that the procedure for the purchase of tactical backpacks for the purposes of the antiterrorist operation was fair and transparent.
