The new legislation on privatization will increase the proceeds from the sale of state property, including the revenues from small privatization will double, said Minister of the Cabinet of Ministers of Ukraine Oleksandr Sayenko, chairman of the interagency working group on privatization. The new law On Privatization, adopted by the Parliament, introduces electronic auction sales (which concerns, to a greater extent, small-scale privatization objects). There are plenty of sites through which you can take part in the auction, which creates competition, and we will see as a result that the proceeds from the small privatization will increase several times, the Minister said. According to him, the law also provides for measures for large privatization, for example, the possibility of using English law during the transition period, taking into account low trust in the domestic judicial system. Transparent privatization and independent professional management, which is being appointed, will also minimize corruption risks, said Alexander Saenko. I consider privatization to be an important component of the institutional fight against corruption, when we simply eliminate the areas where such risks are particularly high. Reforms conducted in previous years in the field of public procurement, energy, VAT refunds saved billions in the state budget, stressed Minister. An example of success, he called the shadowization of the lease of state property. According to him, this allowed already in the first quarter of this year to get an additional 30%. Speaking about the great privatization, he noted that now is the preparation for the privatization of Tsentrenergo, the company is now finalizing an international company. The minister also spoke about the work of the nomination committee for the selection of strategic enterprises, which he coordinates from the Cabinet of Ministers. According to Oleksandr Sayenko, to this nobody even knew how many of our state-owned companies. First, they figured out what it was about businesses and what they were doing. We created a nominee committee with international partners, and we now offer the Cabinet of Ministers to coordinate qualified managers, he said. We divided the enterprises into several groups, the first is strategic (for example, Naftogaz), they are not subject to privatization, the task is to find qualified managers, to form the Supervisory Board, and the second group is companies that may be of interest to investors who can to go for privatization, the third group - objects that can even be liquidated, many of them no longer work, we have approved the plan, and each group of companies has its own future, said Alexander Saenko. |
