Bad news for Istanbulites! Keep climbing ...
The IETTs crisis of overhauling the repair and maintenance of 55 elevators and 27 escalators on the metrobus line came out. 2 million 627 thousand liras won the tenderers winning bid and the company was unable to do this job and claim that the information is missing on the objection KIK, the winning company left the tender.
The IETT was launched on February 14, 2018 for the elevators and escalators, which were frequently broken down by the hundreds of thousands of Istanbulites and especially for elderly, children and disabled citizens. Metrobus line 55 passenger elevator, 27 escalators for maintenance, service and repair service for 18 months, the cost of the auction was announced as 8 million 500 thousand 654 TL.
The tender was awarded with 2 million 627 thousand 686 TL offer. However, Ansava Engineering-Eredem Engineering-Sitran Karabil Business Partnership complained to the Public Procurement Board (KIK). It was stated that the tender issue of 2,627,668 TL was not possible in the applicants complaint application and that a total of 408 business statutes were included in the contract. In addition, it has been argued that the Trade Registry Gazette or the documents showing this information are not presented in the proposal file, indicating the notorious signature circles as well as the partners, members or founders of the legal entity, and the officials in charge of the legal entity management.
Evaluating the complaint, the JCC determined that the issue was contrary to a series of legislation and decided that this situation would be eliminated by corrective action. The JCC ruled that the proposal of Kone Elevator Industry and Trade Inc. would be excluded from evaluation and that the subsequent tender proceedings would be reguired in accordance with the legislation.
At the beginning of the non-legislative applications determined by the JCC decision, there was an extremely low bid disclosure. According to the legislation in the JCC decision, it was reminded that the administrators should determine the components that are considered important in the proposal and request explanations from the tenderers whose quota is below the limit value. However, in the extremely low bid inquiry sent by IETT, it is stated that it is required to disclose the expenses that will include transportation, tax, insurance, picture and tuition expenses, RCC share transfer and tender contract withdrawal components, which will be made only in accordance with the legislation, without mentioning the important lower cost elements. When the Technical Specification is examined, it can be seen that the workmanship, SCADA system, cleaning material, equipment, tools, equipment cost, the costs to be made for the calibration, such as the number of items emphasized that the cost components of the IETT did not determine the important proposal components were recorded. In this framework, it was concluded that it is not possible to make a sound evaluation of the extremely low bid questioning.
Kone Asansör San. and Tic. Inc. when the related documents submitted by the administration to the institution were examined by the applicant, the JCC decided that the trade name information of the partner was not included in the proposal file and decided to exclude the proposal from the evaluation.
