In the tender for the truck for the emptying and cleaning of septic tanks and sewage, the Kranjska Komunala company selected more than 50,000 Euros more expensive offer. This was disrupted by Petar Zaletelj, director of the unsuccessful bidder, who pointed out the possibility of a modified tender.
One of the activities of the largest public company in Gorenjska, Kranjs community, is the cleaning and discharge of septic tanks and sewers. In the case of a public tender for a truck carrying out this task, they received two bids and chose for almost a quarter more expensive, worth 265,000 euros. The tenderers were Eko lux from Celje, which they selected at the tender, and Creina, who is the neighbor of the commune in Kranj.
The public procurement as well as the outcome prompted Creina s director Petar Zaletelj to inform the owners of the commune about the procedure and pointed out the lack of economy, bribery of public money, since they themselves offered an equal truck, which is significantly cheaper. According to Zaletelj (formerly a member of the supervisory bodies of the commune and the expert of this area), Marko Kocjancic, the director of the commune, has difficulty explaining the reasons for a significantly more expensive purchase also because the Celje company sold a very similar truck this year to a municipal company in Carinthia for 236,000 euros .
In addition, Zaletelj also warned the Mayor of Kranj, Boštjan Trilarja in writing, as the municipality has a majority ownership stake in JP Komunal Kranj. Zaletelj stressed that the tender was written on the skin only for one and later selected tenderer. "A reference to the fact that the bidder had to deliver at least four such vehicles of at least 250,000 euros earlier, has been compiled so that only Eko lux can apply," Zaletelj believes. His company, according to Zaletel, is eliminated simply because it has lower prices for its vehicles. Therefore, even in the Carnival tender there were no options, although Zaletelj claims that it can show everyone that it is essentially identical vehicles that meet the other conditions of the tender. |
