Procurement News Notice

Work Detail Nearly no one uses them, we have already cost 16 million euros and another 5 million euros could still pull out of taxpayers bags. We are talking about the Citizen Intelligence Service (IOMO) system, which faces criticism from mayors of urban areas of the capital. The article was updated on Thursday at 14:07 At new locations, people have access to e-government services. So wait for the local office to get an extract from the cadastre registers, penalties or commercial register. These offices were created at post offices and registry offices all over Slovakia. But it has one hook. Even before the launch of the project, these services were available at post offices, an activist from Slovakia said in their blog.Digital Ján Suchal. So there was only the chance to go for the documents and the registrar. Nevertheless, the Office of the Deputy Prime Minister for Information Technology congratulates the project. "IOMO is saving people the time and money they would otherwise have to make to travel to the nearest district town to provide the necessary documents and extracts. A specific example is the village of Mužla (Nové Zámky District), where 171 Statements of the Ownership Sheet were provided in the course of several weeks, due to the preparation of a project for the construction of sewerage in the village, "the deputy prime minister said. Poor interest? However, Aktuality.sk has also received data that compares the total use of services at Slovak Post offices and at other contact points available through the IOMO system. Data are for the first 10 months of 2017. People used these services at post offices in 513-thousand cases. Other sites provided these services only 699 times. The government-exemplified example of the Man consisted of a quarter of the cases when people used the office at the office. However, Deputy Prime Minister Richard Raši and Finance Minister Peter Kažimir (both Smer-SD) nevertheless ordered the future service and development of the system at 4 million euros. It was planned at the time when Prime Minister Peter Pellegrini was sitting on Rashis chair. We do for people Who would help further development of the project - citizens or officials? The request for Eurofunds shows that the project only pursues two objectives: creating 10 jobs and creating 20 system services. According to Veronika Prachárová of the Institute, SGI is the first requirement against the general effort on process automation: "This indicator does not measure anything relevant, so we will not find out to what extent the project was successful." 20 new services do not bring much benefit to citizens. It follows from the contract that each new service serves only officials. Just look at the names of new services, such as: Writing a Knowledge Base or Providing Access to the Training Module. "Despite the lack of direct benefits for the citizen / entrepreneur, the application services are a system that allows assisted access to state services, which we see as the great benefit of the projects being implemented," the deputy prime minister told IT. The Treasury also considers the project to be a success. "It operates in 1,600 establishments and employs more than 4,500 users - ISOM staff providing assistance." According to Prachar, the measurable results in the application for Eurofunds are insufficiently described. Indicators should also include an indication of the number of doses through IOM. This is the only way he feels very little to it. The submission was even less than the number of offices where the system was introduced. The system in millions shows how a citizen is doing to the post office Suchal in this blog recognizes that the system itself is a good idea. It could offer a lot of electronic services to offices, for example, pensioners, of whom most probably do not learn to control the state website slovensko.sk. According to Suchal, however, the IOMO project finally showed only what unnecessary documents the state institutions must supply to other state bodies. The main services that the system has to provide - that is, the submission of proposals, applications and other submissions - do not offer the system at all today. In addition, collecting statements in the near future will not be necessary for the citizen. Since their years, their state has not demanded citizens at all. The entry does not exist The problem is not just what services the system provides to date, but also the fact that the list of services that the system should offer to citizens is not written anywhere. The list of services does not include a million contract for a system or a request for a non-refundable financial contribution. Nor is the list listed in other published documents. The list of planned services was not provided by the representative of the supplier company Ditec Csaba Baráth. What more millions do they want? According to the Deputy Prime Ministers office, additional money - in addition to maintaining the system - should be for guaranteed conversion. What exactly is it? This is not written in the assignment. According to the data on use, it was already in use by the system in May 2017, so it is not clear why additional money should be spent on its implementation. In addition, the guaranteed conversion was already in the original manuals for the IOMO system and the employees of the offices were guaranteed the conversion presented at the first training sessions to the system. Although IOMO does dozens of guaranteed conversions, Im still advised to pay Ditec for conversion. A complicated path to information When we wanted to get information on how the system is being used, it was not easy. We have to request data from the Slovak Post and then subtract them from the total number of citizens submissions. Deputy Prime Minister Pellegrinis office has been unable to provide us with information about the number of submissions at post offices and other offices despite the request sent. The contract for this system clearly requires the reporting module to provide processing and records. The reporting module together with the other two modules and integration on slovensko.sk together cost 3.6 million euros. Updated: Last April, a 4 million contract for maintenance of the system with suppliers Ditec and Enterprise solutions Slovakia (formerly Hewlett-Packard) was published in the Central Register of Contracts . However, no information on the termination of the tender was published on the portal of the Public Procurement Office.
