The edition of RBC lists the top of individual entrepreneurs (IP) in terms of the volume of contracts with state-owned companies for the last 5 years.
The first place by the volume of state contracts among the individual entrepreneurs was taken by 38-year-old resident of Moscow Alexey Sharkov. According to the edition, for only 2017 Sharkov received 16 contracts from the state-owned company for a total of 2.42 billion rubles - ~$41.1m (the year before the volume of IP’s scope of delivery was 880 million rubles).
According to the public procurement portal, Sharkov is involved in the supply of rubber products and rolled metal for the subsidiary company of Russian Railways – RZDstroy JSC.
Ekaterina Fraas from the Chelyabinsk region gets 2nd place. The daughter of food business founder Viktor Fraas, who was killed 11 years ago, supplies schools with foodstuffs to schools, preschools and correctional colony of Chelyabinsk, Kurgan regions and the Republic of Bashkortostan. Over the past five years, the amount of contracts of the entrepreneur with state institutions has reached 2.13 billion rubles ($36.2m). Ekaterina Fraas also owns 25% of the company Uralsnab, which co-owner was her father before the murder in 2006. She refused to comment on her business.
The third place of the top 15 is occupied by her fellow countryman, 45-year-old Alexander Utemov. He delivers medicines to pharmacies in the Chelyabinsk region. Over the last three years, he signed contracts with the networks of state pharmacies in the Chelyabinsk and Kurgan regions for 1.8 billion rubles ($30.5m). Utemov himself does not consider his business to be large, as, according to his explanation, "long contracts, for 5-7 years, the amount of turnover is eroded and in calculation for the year is not so great." Profitability of his business is only 3%, says the entrepreneur.
The remaining participants of the list conclude large contracts with subsidiaries of Russian Railways and Rosneft, supply drugs to state pharmacies, rubber gloves - to municipal hospitals, sell gold and build.
The rating was compiled on the basis of the results of the Uniform State Register of Individual Entrepreneurs study of the data of more than 9 million individual entrepreneurs and founders of farms and verification of their contracts with state structures on the state procurement site from January 1, 2013 to November 1, 2017.
