The Gujarat Electricity Regulatory Commission recently heard a petition involving M/s Morjar Renewables Private Limited and Gujarat Energy Transmission Corporation Limited (GETCO). The case concerns two main issues: the extension of time for building and commissioning a permanent 220 KV GIS bay at the Kalavad sub-station, and the continued use of a temporary bay provided by GETCO until the permanent bay becomes operational. M/s Morjar Renewables explained that delays in constructing the permanent bay are due to factors beyond their control. They requested permission to keep using the temporary bay until three other renewable energy companies—Cleanmax, Suzlon, and OP Wind—finish their own bay constructions at the same substation. The petitioner said their permanent bay is expected to be ready by June 30, 2025, but it cannot become functional until the bays of the other three generators are also completed. This is because all four bays connect to a common bus bar that must be energized together. The petitioner also mentioned repeated attempts to organize a joint meeting with GETCO and the other renewable developers since January 13, 2025, to coordinate their work and ensure timely commissioning. They added that another company, M/s Jamnagar Renewables Two Private Limited, plans to evacuate power through their permanent bay, making the timely completion or continued use of the temporary bay more urgent. On the other side, GETCO acknowledged the two issues but expressed reluctance to extend the temporary bay usage beyond March 31, 2025, which they had previously permitted. However, the Commission issued an interim order on March 29, 2025, allowing the petitioner to continue using the temporary bay until the next hearing. GETCO noted that if the petitioner completes their bay by the end of June, many delay reasons would no longer be relevant. GETCO also pointed out that due to the sub-station’s current design, all four renewable energy developers must commission their GIS bays simultaneously for the system to operate. They requested permission from the Commission to hold a meeting and inspect the progress of all four generators’ work, as suggested by the petitioner. GETCO clarified that the temporary bay usage was granted only to Morjar Renewables and not to Jamnagar Renewables Two Private Limited. During the hearing, the Commission asked GETCO to provide detailed information on several important matters. These included the energization date of the Kalavad 220 KV sub-station, its power transformation capacity and how it is allocated, a full list of dates and documents concerning connectivity and open access approvals for all developers connected to the sub-station, the status of transmission infrastructure work completed by the developers, and data on connectivity applications, allocation timelines, and power evacuation volumes. The Commission also wanted to know if there had been any cancellations or changes in connectivity and the reasons behind them. Both parties completed their oral arguments and were given 10 days to submit written statements. The Commission reserved the final decision, while the previous interim order allowing temporary bay use remains in effect until further notice. |
