Work Detail Gabriel Borics latest presidential address to the National Congress confirmed the strategic priority of green hydrogen and clean energy on the Chilean agenda, highlighting the 2030 Action Plan, regulatory advances, infrastructure investment, and human capital development to position the country as a global leader in the industry. President Boric presented to the National Congress and reaffirmed the roadmap for the development of green hydrogen, articulated around a 2030 Action Plan, which seeks to boost the green hydrogen (H2V) industry through regulatory simplification, investment incentives, territorial planning, and the development of critical infrastructure such as electricity corridors, green ports, and desalination plants. The stated objective is to harness the countrys renewable energy and critical mineral potential to diversify its production matrix and consolidate development hubs in regions such as Magallanes, the northern region, and Biobío. Among the announced measures are the training of workers for the new green hydrogen production ecosystem, with specific programs for electrolyzer maintenance technicians, transportation specialists, and chemistry specialists, as well as the implementation of practical teaching modules in technical-vocational high schools and the creation of a network of women in the industry. The Action Plan also includes improving public energy infrastructure, with investments in efficiency in schools and heating and electricity systems in isolated areas such as Lonquimay, Vicuña, and Ancud. Progress was also announced on key logistics projects, such as port expansion in San Antonio and Valparaíso and studies for the Santiago-Valparaíso train, which will facilitate the export and domestic use of green hydrogen. The presidential speech placed green hydrogen within an industrial policy aimed at productive diversification, with an emphasis on lithium, copper, and the digital economy. In this context, the creation of the Lithium and Salt Flats Institute was announced to promote research and technological development, as well as community engagement and environmental management of salt flats. This comprehensive approach extends to green hydrogen, with an emphasis on local scientific development and the development of national technological capabilities to add value and go beyond the export of raw materials. The Green Hydrogen Action Plan 2023-2030 , officially launched in 2024, includes 81 measures organized into 18 work streams and will be implemented in two phases: an initial phase through 2026, focused on creating enabling conditions and regulatory standards, and a second phase through 2030, focused on local development, citizen participation, and human capital development. Milestones in the first phase include the installation of electrolyzers in technical high schools, the opening of financial instruments, the allocation of public land, and the launch of technological development centers in Magallanes. The government is also working on a reform of sectoral permits to reduce project processing times by 30% to 70%, without relaxing environmental standards. This addresses one of the main challenges identified by the industry in meeting its 2030 production goals.
