The Royal Academy of Administration seeks to strengthen its position as a leading institution in developing national competencies by designing and implementing high-quality executive learning programs that contribute to achieving the sustainable development goals of Oman Vision 2040. With the Academys expanding role and the increasing number of local and international programs and partnerships, it has become necessary to have comprehensive and clear standards and reference guides to regulate operations and ensure quality. This project aims to design clear and comprehensive standards based on global best practices and international standards, ensuring the Academy develops effective and integrated programs that achieve the desired impact on participants and partners. 1. To establish a professional reference (standards) for designing, implementing, and evaluating various executive learning activities at the Academy, in accordance with the latest specifications, best practices, and international references. The sub-objectives are: o Develop criteria for analyzing and identifying learning and development needs for executive learning activities.. o Setting standards for designing executive learning activities to ensure their suitability for the desired objectives and their inclusion of modern educational elements and applied practices.. o Develop criteria for selecting and evaluating executive learning service and activity providers (trainers, mentors, training institutions). o Preparing criteria for evaluating learning and development materials (training packages, presentations, working papers, etc.), to ensure the achievement of program objectives. o Preparing criteria for selecting participants in the Academys executive learning activities, ensuring their alignment with the program objectives and their ability to achieve the desired impact.. o Developing evaluation criteria for various executive learning activities according to different levels (satisfaction, learning, application, impact, return), in accordance with evaluation methodologies that are compatible with the Academys learning methodologies. 2. Developing a framework for governance of the implementation of standards at the Academy. 3. Building the capacity of the Academys staff to implement these standards. Executive learning activities referred to in this document include: developmental and specialized programs, intellectual and dialogue sessions, conferences, forums, and laboratories, guidance and counseling sessions (coaching), and distance training.
