Expression of Interest for Recruitment of a Design Office for the Design and Implementation of a Statistical, Geographic and Forecasting Information System - PADCTT Development of a new solution for the collection, storage, processing, dissemination, and visualization of data. Implementation of a Geographic Information System (GIS) for education. Establishment of a forecasting information system. The scope of the mission includes the following key services: Project management plan (planning, quality assurance plan, RACI matrix, risk matrix, etc.) Audit and analysis of the existing system, including a macro-level needs assessment. Functional specifications and target technical architecture. Skills transfer to local technical teams. Development of the target solution (prototype and final solution). Application and technical testing (unit tests, integration tests, load tests, exploratory tests, etc.) Production deployment of the developed systems. Training and preparation of tutorials and user support materials. The maximum implementation period for the mission is 16 months. APPLICATION SUBMISSION: The Ministry of Education invites consulting firms to submit their candidacy to provide the aforementioned services. Interested firms must provide information demonstrating their qualifications, including: At least 5 years of experience in software development or programming. A minimum of 3 similar assignments involving the design of national-scale statistical information systems or databases. Strong knowledge of monitoring and evaluation systems for socio-demographic indicators, especially education-related ones. Proficiency with monitoring tools (dashboards, tracking sheets, etc.). Familiarity with data protection policies. Firms may form associations to enhance their qualifications.
